Bush Response to New Orleans Crisis

Michael Moore has written a scathing, open letter to the President here:

What I don't understand is how Karl Rove allowed the response to this crisis from the Bush White House to be so utterly inept. I see two possibilities:
1. Rove is completely out of touch with the poor of this country.
2. Rove is preoccupied with his own pending felony conviction.

I imagine it is a combination of both factors. It just goes to show that this administration is in serious trouble. Oh happy day!
